Ο Καρκούλιας Γεώργιος γεννήθηκε στην Κερπινή Καλαβρύτων από τον Άγγελο και της Παρασκευή Καρκούλια. Είχε τρία αδέλφια, τον Θεόδωρο (εκτελέσθηκε), τον Νίκο και την Βασιλική. Νυμφεύτηκε την Σιμιτζή Παναγιώτα και απέκτησαν επτά παιδιά, την Μαρία, την Αναστασία, την Άννα, την Αγγελική, την Βενετία, την Ακριβή και τον Θεόδωρο
Εκτελέστηκε στις 8/12/43 στην Κερπινη.
